Traditionally he's the one the manager trusts that to. A baseball field is a diamond with the batter/plate at the point and easy for each side batter to see the 3rd base coach with no effort. And the signs are code so who cares if the other team sees them looking at the coach.

3rd base coaches are second in the pecking order to the manager and are also posted there to signal runners coming into 3rd to either slide, hold up, or keep running for home. It's an important post.
