7. They've tested it in the minor leagues

For at least a year, they’ve tested all the new rule changes in some of the minor leagues. The base size change is primarily for safety, to reduce the number of collisions (especially at first base).

The other changes adopted for MLB are:
> Pitch clock… to reduce the overall length of games;
> Limit the number of times a pitcher can throw to a base during an at-bat… to aid the running game (more stolen bases);
> Require at least two infielders on either half of the field (split by a line that goes thru home plate and second base) and no further from home plate than the outer edge of infield dirt… to improve batting averages (by limiting how much defensive alignments can shift).

Again, all these changes have been tested for at least a full year in some of the minor leagues.

I predict the change that will cause the most trouble (at least for some pitchers) is the pitch clock. Some veteran pitchers are slow workers and have used that as a strategy to freeze base runners. (Looking at you, Rich Hill.) They’ll catch on, but the learning curve may be rough for some of them.
