I'd confiscate all the ID's or passports, send them along with the bill for repairs to the respective issuing authorities, and let the tourist suffer the difficulties and problems of getting the documents back.
If an artifact is irreparable or irreplaceable, there should be a 10 year minimum prison sentence, and a sign detailing who destroyed the artifact taking it away from public access.
