before the 60's for something to be fine art, it had to be made to survive for at least 100 years.
works on paper werent considered fine art.

doesnt rly hold any more, but you are correct that watercolors still usually dont fetch a very high price. people still dont like the fragility of paper.
but one like this- different story. tbh i had no idea there were any van gogh watercolors.
