The Munich kidnappings have to be uppermost in their minds. The French are pretty good at keeping track of their extremist organizations, and they seem to have wide latitude when it comes to taking action against militant factions. For example, they don't allow religious extremists to hide behind religious liberty and they deport various holy men.
