What I know that works with FGM is education from local leaders-- which is the exact right tact to take. Even when it's a cultural ritual, working with and convincing local leaders has made inroads into stopping FGM

There is nothing in the Koran that supports FGM, and it a cultural phenomena more that a religious one, but somehow it's been intertwined with Islam, because of the numbers of Islamic practitioners.
