You may wish to consider calling out the DSM in the charter based on its influence as *the* diagnostic guide.

Amending DSM-4 to stop treating gayness as a mental illness made a big impact on the gay rights movement, for example.

I also like the idea of discussing mental health professional education and scholarship.
