If he is selling FTF and circumventing the law he is serving as either a middle man in a straw purchase, or is operating as an unlicensed dealer, in obvious violation of Federal law. Also IF he is selling the SMGs you mentioned this is directly and unquestionably against the law, as taxes and registration must be paid on all NFA items.
