it is useless.

Personally, I think most of them fear they might pull a Zimmerman someday -- shoot an unarmed teenager or something -- and don't want to increase the odds of getting caught.

Even if it works only 5% of time it will help, even if it only leads back to some supposedly law-abiding gun owner who claims it was stolen, but who actually sold it without a back ground check for a fist-full of cash.
