How about this? A gun you own is used by a child to shoot a child, when you should have had it secured: you lose the right to possess a firearm for 10 years. No ifs, ands, or buts. Contest this in a court of law and also risk a few months jail time. But I would think that anyone whose child just shot another child would be very ready to give up their guns.
