How about passing laws like reporting of stolen guns immediately and limiting the number of guns/month? Both make gun trafficking more difficult. If a trafficker can only buy one pistol a month it's hard to make any money hanging out in Texas for six month to buy guns for Chicago. It's also hard to tell police that you've had a dozen guns stolen in the last year without generating some suspicion.

Neither is an infraction of the 2nd Amendment. At worst they are a minor inconvenience.
