If People Have Submitted Absentee Ballots, and Primary Election Is Moved... [View all]

...are they then disenfranchised? Are the ballots just thrown away?

Also, if you move the election, do you send out new vote by mail ballots?

This is a cluster if you try to move an election the day before the election, particularly when a lot of people have already voted by mail.
