2. As a veteran, I particularly liked the way she pointed out that DoD (and the VA) have different needs

from other departments. Though she didn't say this, I think she also implied that many of those needs would be difficult to audit without imperiling national security (less true of the VA than of the DoD itself.)

I worked in not-combat operations, and in those areas, where it's not necessary to protect national secrets or be prepared for catastrophe, the military that I served in tended to cut expenses to the bone rather than to overspend.
