them the Republicans must enact new legislation. And to do that it must pass the House which will be difficult with only a two vote majority. All it will take is two Republicans not voting for it and it will be toast assuming all Democrats oppose it. And with the fractured GOP caucus there will hardly ever be a unanimous consensus.
