Ive worked in major international corporations that absolutely do this for the reasons you stated. The treatment of the boots on the ground workers in these types of corporations is extremely toxic and abusive. The visa holders absolutely take the abuse because the alternative is more undesirable. I had a front row seat for many years, until I got too old, at which point I was discarded like a pile of garbage.
